The UN Intervention Combat Brigade was established to enforce the existing well established force of Monusco which is close to 20.000 with a mandate of peacekeeping . Together with the Congolese National forces FARDC ,the intervention Combat Brigade has a mandate of fighting the enemy ,disarm him and help in the political transition of the whole peace accord in the eastern DR Congo, as the only way of rescuing innocent civilians who have been murdered and displaced by President Kagame’s notorious rebel group M23 which as opted to conquer Parts of eastern DR Congo as the only way to continue plundering DR Congo wealth mineral resources.

To any one’s knowledge we understand the capacity of armored personnel carrier and other ammunition which Rwanda owns could be not exceeding the capacity like that of Tanzania, South Africa ,Malawi and Mozambique and perhaps of being under the command of United Nations with the mandate of Combating the enemy and who ever could be reinforcing him ,there is no doubt that the intervention Combat Brigade could be far well equipped and with sophiscated gunships like AC- 130 gunship and other equipment which detects the enemy before arriving in areas where they are deployed called “Long Range Surveillance” which can help to ambush the enemy at a far distance.

He also wondered as why president Kagame doesn’t learn from his past mistakes and requested us to ask Gen Kabarebe James to give us testimony of what it meant to undermine state integrity and security, given that he was once ambushed in areas of Kitona in DR Congo and if it wasn’t the rescue of rebel leader late Jonas Savimbi who gave them an exit point but on conditions that they had to help him concurring reasonable part of Angola not until they happened to get an air base which could be used by those who had arrived to evacuate them.

But what Imbuto foundations claims to do is like a drop in a lake , given that the bigger portion of their funds which supposedly to help disabled Rwandans is distributed to Jeannette Kagame’s spying nest through Gen Jack Nziza and what imbuto foundations in return struggles to do , is inserting in efforts to twist their financial accounts in order to prove to donors as how did they spent their funds.

These huge ramp some of funds donated by “Rhineland Palatinate” in German to be invested in charity activities are ironically diverted to spying activities where famous murder minded Gen Jack Nziza enjoys funds endorsed by Jeannette Kagame in subversive activities of hunting wherever innocent Rwandans are , who may be criticizing the autocratic regime of president Kagame and in return forward the report ofsuch Rwandans with suggested recommendations of assassinating ,arbitrary arrest and abductions of those identified to be critics of her husband Kagame Paul, Jeannette Kagame with a narrow minded behavior mercilessly in return approves those issued recommendation by Gen Jack Nziza with approval of instructing him to order the notorious directorate of military intelligence or special intelligence under national police to implement those ill and murderous recommendations issued by Gen Jack Nziza and Jeannette Kagame.

What Jeannette Kagame does in return is to use state media and intelligence media outlets like Rwanda broadcasting agency , Newtimes.co.rw and Igihe.com to advertise her self and other charity activities done by Imbuto Foundation in order to justify that her foundation is performing as the only way for her organization to continue receiving donation funds but shamefully she decides to hide the other dirty side of using charity donation in ruthless spying activities and in committing crimes against humanity.

The funds of Imbuto foundation have facilitated Jeannette Kagame of building another nest of spying activities ,operating within other official intelligence organs in the country and in different other foreign missions where Jeanette Kagame has interests and access .

Possessing such a wider and notorious intelligence nest to Jeannette Kagame is another way of acquiring much power than that of a first lady,reasons as why she both divert charity funds and uses Gen Jack Nziza to underminethe formal intelligence organs .

Jeannette Kagame has not only managed to build a wider intelligence nest in the country but she has gone far by influencing the appointment of Rwandan diplomats in different foreign missions. Among those diplomat used by Jeannette Kagame are Shakila K.Umutoni who has Clandestinely managed to infiltrate families of different Rwandans who fled to Canada without fear. She also uses funds obtained from Jeannette to track and identify families of those meant to be President Kagame’s critics and in return report back to Jeannette Kagame .

Another diplomat who has been used by Jeannette Kagame for quite long time in secret spying activities is Linda Kalimba who has acquired power in the embassy to an extent of having capacity of eliminating any embassy employee she doesn’t want . She is also among diplomats who receive additional funds on their budget from Imbuto Foundation to facilitate her in carrying out ruthless spying activities on Rwandans who fled to Great Britain and in return carefully reports back to Jeannette Kagame .

Even though it’s known by every one in Belgium that Uwamungu Joseph is exhausted but due to his tireless efforts of sleeping in bars running after president Kagame’s critics and opponents in Belgium which he in return reports back to Gen Jack Nziza who also in return reports back to Jeannette Kagame made him favored by Jeannette Kagame to an extent that those directly responsible to him which is Rwanda’s National Security Services have failed to recall him. The fact that Gen Nziza’s wife is a sister to the wife of Joseph Uwamungu it has also made him to be among the untouchables.

Another person who is among the beneficiaries of Imbuto Foundation Funds is Didier Rutembetsa who is the in charge of investigations in Rwandan embassy in South Africa. Even though the Rwandan embassy Spy in South Africa, Didier Rutembetsa is supposed to report to either to the Secretary General of Rwanda’s National Security Services or to the director of external security but Didier clandestinely traffics the report he is supposed to give to his bosses and dramatically sends them to the intelligence nest of Jeannette Kagame which in return gives him huge budget with alot assignments which are non apart from hunting and tracking Rwandan dissidents and refugees who fled Rwanda to South Africa. The clandestine operations of tracking Rwandans who fled to South Africa with intentions of physically exterminating them has made Rwandan Refugees who fled to South Africa to fill unsecure even in the country they fled to, reasons as why some have decided to live a nomadic in South Africa fearing to be murdered by president Kagame’s intelligence operatives and bandits.

With courageous stand the Congolese minister of Interior affairs Richard Muyej took a bold stand of surprisingly refusing to sign the implementation of Cessation Clause which meant that some of Rwandan refugees who sought refugee in DR Congo could lose their asylum status and get repatriated in a shorter period to their country of origin . The Congolese minister of Interior affairs Richard Muyej did not refuse to sign the agreement of implementing Cessation Clause not that he wasn’t compiling with the Cessation Clause it’s self but according to his explanation his Government had worries of which modalities were supposed to be used in the implementation of Cessation Clause and instead called for a future meeting which could consist of concerned parties which are DR Congo, Rwanda and UNHCR official in order to make sure that the implementation of this clause is smoothly implemented without violating rights of refugees who fled to DR Congo .

The Cessation Clause states that from 30th June 2013 , some of the Rwandan refugees who fled DR Congo from early 1994,1995 to 1998 who haven’t obtained citizenship will be no longer refugee and the Congolese Government states that the article of cessation clause will affect 127537 refugees while UNHCR states that the actual number of refugees likely to be affected by the implementation of Cessation Clause is 49181 .

Even though the Cessation Clause states that refugees in that category are likely to lose their status of refugees by June 2013 but the Congolese Government is concerned of the fact that all necessary requirements as indicated in the Cessation Clause it’s self of repatriating those refugees affected by the cessation clause are not fully obliged being enough reasons as why they were not supposed to sign the agreements of repatriating those refugees.

Minister Muyej Richard also raised his concerns that the implementation of Cessation clause it’s self will not solve the challenging problems which Rwandan Refugees not only in DR Congo but in the entire region have continued to pass through and also stressed the sensitivity of the matter to have worsened to an extent that some of Rwandan Refugees have desperately progressed from political and humanitarian refugees to armed groups, reaching to an extent where up to today the Government of DR Congo it’s self can’t identify exact numbers of those Rwandan armed refugees which are living in far forests of DR Congo.

Minister Muyej urges out that in order to solve problems of Rwandan Refugees residing in DR Congo, it needs the cooperation of Rwandan Government which has to make sure that it abides with the agreements reached on in meetings which took place in Goma on 15th February 2010 and that of 30th July 2010 which clearly stated how those Rwandan refugees could be repatriated with the help of UNHCR .

This courageous action taken by Congolese Government calling for the Government of Rwanda to solve problems faced by Rwandan Refugees instead of disguising behind Cessation clause in order to forcefully repatriate them should be taken as an example to even other African countries which have hosted Rwandan Refugees for decades to resist blindly implementing the Cessation Clause without considering worries given by different Rwandan Refugees who had sought asylum to different African states like Uganda, Tanzania, DR Congo, Malawi, Mozambique, Zambia, South Africa, Botswana, Congo Brazzaville and Cameroon

Umuvugizi has managed to establish that Cessation Clause is a burden to Rwandan refugees not only those living in Africa but even those who sought refugee to different countries in Europe and North America most especially that the causes which led them to be refugees haven’t been solved up to today. Ironically enough , is that instead of President Kagame improving his ways of governing Rwanda ,he has progressively turned into a worst despot and has opted to use excess autocracy as the order of day.

International activist organs like Amnesty International, Human Rights watch, Committee to protect Journalist and Reporters without borders have ranked the Rwandan dictator among the worst media predator and with poor human rights record . Dictator Kagame has managed to make Rwanda a “one man’s state” with a lot of injustices , muzzling media, lack of political space and freedom of expression, of course not forgetting that Rwandan Government is ranked among number one of Governments which has worst human rights record dominated of assassinations, arbitrary arrests, abductions and harsh prison conditions which one can term as solitary confinement .

All these worst human rights abuses and excess dictatorship mentioned above, are evident that President Kagame is unsecure of the way he has continued to lead a country like a military barracks, reasons as why he is disguising himself behind Cessation Clause as another way of hunting Refugees who fled him to exile by forcefully repatriating them in order to control them and besieging others who will resist forcefully repatriation in chaotic situation of facing immigrations barriers in countries they fled to as another way of weakening and paralyzing them even in countries they sought refugee.

President Kagame's greediness has gone beyond no limit reaching an extent of using Kigali local officials to grab for him lands from a near by community without compensation in order to build in estates sarounding convention center

Umuvugizi has learnt from reliable sources that Kagame recently decided to forcefully without any warning move all the citizens settled in the so called ‘high-risky zones’ and areas gazetted as wet­lands without any where to settle or even compensate them. Interestingly, Umuvugizi has learnt, these so called highly risky zones it’s where Kagame is now constructing is multi-billion Kigali convention center and plans to build other highly expensive executive estates.

Several poor evictees have been complaining about the compensation, or lack thereof. “I cannot afford another piece of land. This is the place I have called home since my early childhood. My house gives me everything. Whom can I turn to now? I don’t know what the future holds for me but why is Kagame doing this to us, is being poor a crime?” asked one resident who happens to have 12 children, in an interview with Umuvugizi.

“If Kagame wants us to leave, we shall do because if we don’t, he may kill us but we don’t have anywhere to go,” said another woman evictee, with all tears in her eyes, looking hopeless with her 8 children who survived the 1994 genocide.

Another 72-year-old woman who has settled on her piece of land and build a 4-bedroomed house, 30 years ago, wonders if the authorities have just woken up and realized that the area is a wetland and also wondered laud why they are being evicted yet more than 600 houses are to be constructed in the same place that is called a wetland. “They need to plan for the people and not behave as if they are not human beings. Life is hard in Kigali; most of us live hand-to-mouth,” she complains tearfully.

Many of the affected people told Umuvugizi that they were never consulted or given time to look for an alternative settlement. Dated January 2, the letter signed by Nyiridandi Mapambano, the executive secretary of Kimihurura sector, directs all the residents to vacate with immediate effect and says the move is not negotiable. It states that the affected residents settled in a wetland and have therefore been living in the area illegally.
