On 22/6/2012 the East African court of appeals for the second time has called upon the Rwandan Government to give Justice Col. Rugigana Ngabo without further delay. Col. Rugigana Ngabo is the brother to Gen. Kayumba Nyamwasa.
The chamber of judges of the East African Court led by Harold R. Nsekera has given the Government of Rwanda 58hrs to produce Col.Rugigana Ngabo in court and explain why he was unlawfully arrested and denied visitation rights for 5 months incommunicado.
The East African court of appeal has also reiterated what the same court of first instance resolved, that the Government of Rwanda violated the laws of the East African Courts when it arbitrarily arrested Col. Rugigana Ngabo without following proper procedures therefore violating his rights. That arrest, violated the tenets of the East African Court that Rwanda is a signatory to.
The same court has ordered the Rwandan Government to release Col Rugigana without no conditions and pay dues related to this case and the court further warned Rwanda to respect the laws governing the East African Court.
