Général Ceaser Kayizari is no longer trusted

Umuvugizi just got information saying that Général Ceaser Kayizari, Rwanda ground forces chief, is no longer trusted.  His new duties in Rwandan Army are at this time unknown. We are not able to confirm if he has moved to other responsibilities in Rwandan Army; but we know that Major-Général Kamanzi Mushyo replaced him on that post.

Umuvugizi also got information, confirming that the notorious professional killer Colonel Dan Munyuza, in charges of Rwanda external intelligence, is no longer on that post.  Another professional killer, Colonel Mutiganda Frank, heads external Intelligence right now.  This is Colonel Mutiganda comeback, because he used to be one of the strongmen in Rwanda Directorate Military Intelligence (DMI), just after the 1994 war.
 
There were some other changes in high command of Rwanda Army: such as the replacement of General Rutatina by Lt Colonel Franco.  This is a reward from his work at NSS, where he was hunting down all over the world, anyone not speaking the same voice as his supreme boss.
